The Constitution is a plan of government. Prior to the Constitution being created the plan of government for the United States was the Articles of Confederation.  However, this plan created a federal government that was very weak.  This weakness caused many problems for the United States and led Congress to call a meeting to talk about changing the Articles. All states except Rhode Island sent delegates to the Constitutional meeting in Philadelphia.  Alexander Hamilton, James Madison, and John Jay wrote essays to support the Constitution.  The Constitution was finally approved by the middle of 1790.
